What is changing for buyers

• Spain In force Housing decree RDL 29/2026: in force since 8 October, lapses unless confirmed by about 13 November.
• Portugal Bill 2027 budget: IMT bands up 2.3% from 1 January 2027. The 7.5% for buyers who are not tax-resident stays.
• Greece Bill 15% transfer tax for buyers tax-resident outside the EU/EEA, for final contracts from 1 July 2027. The consultation closed on 1 November.
